By stepping down Daniel she is leaving politics. Whether or not she returns is irrelevant really because once she steps down, there is no guarantee she'll find her way back.

What's more, even if she does get back into politics, the fact that she would temporarily leave shows that she understands there is more to life than public office. It shows a respect for the Private Sector (i.e., a real job [something few politicians have ever really known]).

There is but a fourth reason that you did not consider which is this:

She is showing that she can be trusted with a position of power and authority because she will voluntarily give it up.

That is quite a commendable trait for a politician of any party in this day and age.
